Project Description

The Ministry of Transportation (MTO) has awarded this Construction Administration assignment to GHD Limited, with the primary objective of widening Highway 400 from 8 to 10 lanes to accommodate high occupancy vehicle (HOV) lanes in both northbound and southbound directions, and rehabilitating existing lanes, interchange ramps and arterial roads.

The project encompasses 7.8 km of Highway 400 and involves a comprehensive scope of work, including grading, drainage, granular base, hot mix paving, and electrical, structural and storm sewer installations. The project area spans from south of Langstaff Road to north of Major Mackenzie Drive and the initiative aims to enhance traffic flow and improve transportation infrastructure in the region.

Key Components

Key components of the contract include:

  • Excavation, followed by the placement of granular backfill and application of asphalt pavement for the highway widening work;

  • Geometric improvement of the Rutherford Road ramp southeast and southwest, and the Rutherford Road ramp northeast and northwest;

  • Implementing a Highway 400 median tall wall, concrete barrier and guide rail replacements and adjustments;

  • Construction of a retained soil system along the Highway 400 northbound lanes, approaching Langstaff Road, to accommodate the widening;

  • Rehabilitation of the Langstaff Road and Rutherford Road underpasses, including:

    • Repair of the existing bridge deck

    • Removal and replacement of the deck joint assembly

    • Repairing the existing barrier wall on the bridge deck

    • Removal of the existing asphalt and waterproofing

    • Installation of new waterproofing and asphalt pavement

  • Rehabilitation of the existing Black Creek culvert, crossing the entire Highway 400;

  • Installation of 13 new culverts across Highway 400 to enhance the drainage using trenchless method;

  • Removal and reconstruction/extension of the top portion of 18 existing high mast pole footings and construction of 3 new footings;

  • Drainage improvements including new storm sewer systems, culverts and extension of existing stormwater management ponds at Rutherford;

  • Installation of new retaining walls and noise barriers;

  • Installation and upgrades to lighting;

  • Replacement of overhead sign structures; and

  • Landscaping.

Noise

Residents adjacent to the construction project are advised that higher than normal noise levels, resulting from construction, are anticipated during the scheduled works. Some work will be completed at night and on weekends. Noise mitigation measures pertaining to equipment maintenance and operation will be implemented as part of the contract.
